GUIDANCE NOTES FOR SHIP VETTING ENQUIRIES

CONTACT
The person requiring to vet a vessel should contact ADNOC Ship Vetting Service located in Petroleum Ports Authority – ADNOC H.Q, by one or a combination of the following methods:-:

NOTE: No vet requests shall be accepted solely on the telephone or by SMS as record of correspondence has to be maintained.
Required Information:
The following information is essential in order to conduct a vet;
- Name of the ship
Many ships could have the same name. Any spelling mistake could result in assessing the wrong ship
- IMO Number
Essential to avoid assessing the wrong ship for above reasons)
- B/L or laycan date
Database rule for the vet duration is based on maximum 6 weeks; ships nominated ahead of that period will have a condition
- Cargo intended to carry
Database looks for the ship features, cargo specifications and compliance with mandatory regulations.
- Loading from / to ports
Database looks for compliance with port regulations verses ship spec and any port exclusion based on terminal or port feed back before accepting the vet.
The above information can all be stated in the "subject" cell of the e-mail message as per the following example:
Request:
“SUBJECT: LA ESPERANZA; IMO # 9002609; DATE RANGE: 21/SEPTEMBER/06; MURBAN CRUDE OIL FROM J/DHANNA; DESTINATION: SOUTH KOREA”
Response:
Upon receipt of the vet request indicating the above information in ADNOC vetting office, the ship’s status shall be reviewed and its suitability shall be verified through a series of complex data tests. The speed of response to vet requests may be categorized as follows;
- Instant; when the vessel is a regular runner to Abu Dhabi with a valid vet with no adverse reports, response will be within few minutes.
- Within 3 hours; when a vessel SIRE report needs to be downloaded and assessed and that no adverse observations at the vessel.
- Delayed, when the vessel’s status raises concern with regard to high risk issues where negotiations may take place with the ship operators.
AFTER OFFICE HOURS
During out of office hours, if you do not require an urgent response to your enquiry, leave the details (in the format laid above) on our e-mail and your query will be dealt with when the office next opens.
For URGENT enquiries only, when an urgent response is required contact the duty Superintendent on the phone number, +971 2 6656081. This number is automatically diverted to the duty superintendent’s mobile and /or home number.
Vet Results
The Outcome of a Vetting Enquiry will be one of the following;
OK – Vessel can be used, however enquirer must take notice of subjects, which are mandatory, and the comments, which are additional advice.
NO – Vessel is not acceptable. There should be a brief description of why vessel is not acceptable. If you require further information contact the vetting superintendent to discuss, however as information given is subject of ADNOC / Owners confidentiality clause, the information given cannot be passed outside ADNOC Group.
The positive reply by e-mail shall be in the following format

STANDARD SUBJECTS AND WARRANTIES
ý“the following issues will raise subjects that may appear in the vet results”ý
SHIP TYPE
Chemical Ships:
1. "Subject Certified for Oil" If loading oil and certification or cargo history not apparent.
Maiden Voyage:
NB. This also applies to vessels having just completed repairs or coming out of lay-out.
1. Crew experienced with similar vessel
2. All cargo systems tested and proved operational
3. All tanks cleaned and checked after building / repairs / lay-up
4. A valid Certificate of Entry for Oil pollution cover
INERT GAS:
Vessels having Inert Gas must have same operational and in use. The only exception is a chemical carrier carrying chemicals under the IBC or BCH codes.
CARGOES:
Crude: Vessel must have inert gas operational and in use.
Pyegas: Oil Tankers, subject benzene content below 10%.
Volatile and / or Toxic: "Subject to Closed Loading"
Cargoes normally considered non volatile i.e. fuel oil, gas oil etc.
The following apply because when a cargo is loaded, carried or discharged at a temperature greater than its flash point temperature minus 10o centigrade it MUST be considered volatile.
- 1. If vessel cannot closed load then subject:
"Cargo temperature is less than flash point temperature minus 10 degrees centigrade". (T < FP-10oC)
- 2. If vessel can closed load then subject:
"Closed Loading if temperature is greater than flash point temperature minus 10 degrees centigrade". (C/L if T > FP-10oC)
NB. if vessel has inert gas, then the inert gas subject applies in place of this one.
All Chemicals:
"Subject to Closed Loading"
TWO, THREE OR MORE VOYAGES
Second voyage subject to satisfactory first voyage.
Third voyage subject to satisfactory second voyage etc..
TERMINAL/PORT SPECIFIC
This vetting advice is to ascertain the suitability of the vessel for usage. Compatibility of the vessel with the certain terminal or berth criteria rests with the operating company.
